Does your electrical panel need upgrading?
Almost every panel conversation a homeowner has starts in the wrong place, with the age of the box or the name on the door. Neither one decides it. What decides it is what your house is trying to draw against what your service can actually deliver, and whether the equipment in front of you is still safe to work on.
Short answer
Four things force the decision: breakers that trip under normal use, a panel with no room for the circuits you need, equipment a licensed electrician finds damaged or obsolete, or a new large load like an air conditioner, EV charger, or battery backup that your service cannot carry. Age alone is not one of them. What decides it is the calculated load against what your service delivers.
The four things that actually force the decision
Most panels get replaced for one of four reasons. Only one of them is really about the panel.
The service cannot carry the load. Breakers trip when the house is doing ordinary things. The oven and the dryer cannot both run. Lights dim when the air conditioner starts. That is a capacity problem, and swapping the box for an identical box does not fix it.
The panel is out of room. You need two more circuits and there are no slots left. This one is often solved without touching the service at all, which is why it matters that you know the difference before anyone quotes you.
The equipment itself is not safe to work on. Rust, water staining, scorch marks, a burning smell, breakers that are warm to the touch, aluminum branch wiring landed on the wrong terminals, or a panel that a licensed electrician tells you they cannot get parts for. This is the category where the answer is replace, and it is not really a decision.
You are adding something the service was never built for. A new condenser, a heat pump, an EV charger, a battery backup, a shop out back. This is the most common reason a panel upgrade shows up in a quote for something else entirely.
Notice what is not on that list. Age is not on it. A forty year old panel that is dry, clean, correctly wired, has open slots, and comfortably carries the house does not need to be replaced because it is forty. A twelve year old panel that is full and feeding a house that has since added a second system might.
Notice what else is not on that list: a round number. Nobody can tell you the right service size from your square footage or your build year, and 200 amps is a default rather than an answer. The way that question actually gets answered is a load calculation. The Department of Energy’s own panel tool for exactly this problem states that its calculation is based on the National Electric Code Article 220.83, the method for working out what an existing home draws once you add something to it. That same DOE page is careful to say the tool “provides estimates and does not replace an evaluation conducted by a licensed electrician.” That is the honest shape of it, and it is the same reason we do not put a number on this page.
What your panel is telling you
Some of these mean call somebody this week. Some mean call somebody today.
Call today. A burning or fishy plastic smell near the panel. Scorch marks, melted insulation, or a discolored breaker face. A panel that is warm or buzzing. Water inside the enclosure or rust running down the inside of the door. Any of these, stop using the affected circuits and get a licensed electrician out.
Worth a look soon. A breaker that trips repeatedly on the same circuit. Lights that dim noticeably when a large appliance starts. A panel where a previous owner has doubled up conductors under one breaker terminal, or where half the labels are wrong. Fuses instead of breakers. Any panel where the door is missing or the dead front cover is off.
Not a sign by itself. The brand name. The year. A breaker that trips once during a heat wave when four things came on at the same time. Breakers are supposed to trip. A breaker that trips is doing its job. A breaker that trips repeatedly is telling you something upstream of it.
Three different jobs that all get called a panel upgrade
This is where most quotes stop being comparable. A homeowner thinks they are buying a box. Depending on which of these they actually need, they may be buying a coordinated job involving the city and the utility.

If a contractor quotes you a “panel upgrade” without telling you which of these three it is, that is the first question to ask. The second is whether they ran a load calculation, and the third is whether they can show it to you.
The brand question, and what the record actually says
You have probably read that Federal Pacific Stab-Lok panels were recalled. They were not. Here is what actually happened, from the Consumer Product Safety Commission’s own file.
The Commission opened a Section 15 investigation in 1980 after Federal Pacific’s parent company reported that many of its breakers did not fully comply with Underwriters Laboratories requirements. CPSC testing confirmed the breakers failed certain UL calibration tests. But the Commission could not tie those failures to a demonstrated hazard, its staff estimated it would cost several million dollars to settle the question properly, and in December 1982 the Commission voted to close the file. The vote was 3 to 1, so it was not unanimous. The press release went out in March 1983 and said the closure was because the available data “does not establish that the circuit breakers present a serious risk of injury to consumers.”
Read that carefully, because it cuts both ways. There was never a recall. There was also never a finding that these breakers are fine. The Commission closed a file it could not afford to finish, and the release notes the investigation can be reopened if further information warrants. Anyone who tells you Federal Pacific panels were recalled is wrong. Anyone who tells you CPSC cleared them is also wrong.
One more thing about scope. The Commission’s release says its investigation “focused primarily on 2 pole residential circuit breakers manufactured before Reliance acquired FPE in 1979.” That describes what the agency looked at. It is not a safety cutoff, and the record contains no finding about units built after that date. Do not let anyone use that year as a rule.
Zinsco. We searched the CPSC recall database for Zinsco, Federal Pacific, and Stab-Lok and got no recall records for any of the three. So there is no federal recall on Zinsco panels in the record we can search. The concern about them does not come from a federal finding. What we can tell you honestly is what to do about it rather than what it means: ask your own insurer whether they have a position on your panel type, and expect a home inspector to note it if you sell.
The inversion worth knowing. The panels that carry an actual live federal recall are not the vintage brands people worry about. In June 2022, CPSC published a recall covering about 1.4 million Square D QO load centers manufactured between February 2020 and January 2022, for a hazard described as the load center overheating. If your panel is recent, it is worth checking the catalog number and date code inside the door against that recall. Newer is not automatically safer.
What a real panel upgrade actually involves
Homeowners are usually surprised by how much of this job is not the panel.
A load calculation first. Not a guess from square footage. If capacity is the reason for the job, the calculation is the justification for the size, and you should be able to see it.
Permits and inspection. In Texas, electrical work has to be done to the National Electrical Code edition the state has adopted. The Texas Department of Licensing and Regulation adopted the 2023 edition of the NEC effective September 1, 2023. Inspection is not a state function though. TDLR states plainly that the local licensing or inspecting authority, meaning your city or county, handles inspections, and that TDLR does not perform them.
The utility disconnect and reconnect. Most of Dallas-Fort Worth is served by Oncor, though not all of it, so confirm your own delivery utility. Oncor’s guidance on damaged customer equipment shows how the ownership line is drawn and it is not where most people assume. You own the weatherhead, the meter base, and the wiring running between them. Oncor owns the poles, the service lines, the transformer, and the meter itself. Oncor’s own storm guidance describes the relay clearly: your licensed electrician installs the new meter base and calls the city for inspection before Oncor can install a new meter or reconnect service. That sequence is why a service upgrade is a scheduled job with more than one party in it, and why “we can do it Tuesday” from a contractor who has not mentioned the utility should give you pause.
Grounding and bonding. Older services frequently have grounding arrangements that were acceptable when installed and are not what current work is inspected against. This is unglamorous, it is often the part a cheap quote leaves out, and it is the part that actually protects you.
Power off for a while. A like for like swap is usually a single day. A service upgrade that involves the mast, the meter base, the city, and the utility can stretch, particularly if an inspection does not pass the first time. Ask for the realistic sequence, not the best case.
What makes this different in North Texas
Summer is when capacity shows up. The largest single 240 volt draw in most DFW homes is the air conditioning condenser, and it starts and stops all day from May through September. A panel that has been fine all year will start showing its limits in July. If you are replacing an air conditioner, the panel question belongs in that conversation, not a separate one six months later. Our sizing guide covers the other half of that.
February 2021 changed the questions people ask. Backup power went from a niche request to an ordinary one across the metroplex, and every version of it is a panel question. A generator interlock, a transfer switch, or a battery system all have to land somewhere, and where they land is your service equipment. Texas law moved on this too. Senate Bill 1252, effective September 1, 2025, defines a residential energy backup system as one providing no more than 50 kilowatts or storing no more than 100 kilowatt hours, and bars municipalities from adopting their own amendments to the National Electrical Code governing the installation or inspection of those systems. TDLR is explicit that this work still has to be performed by licensed Texas electrical contractors with licensed electricians. If backup power is anywhere in your five year plan, size the service for it once rather than paying to open the same equipment twice.
Older inner ring housing stock. Much of the housing in the older parts of Dallas, Fort Worth, and the established suburbs was wired for a house that had far fewer things plugged into it. That is not a defect, it is just a different design brief. It does mean that adding modern loads to that stock hits the capacity ceiling sooner than a newer build would.
Checking the contractor before anyone opens the panel
You can do most of this before anyone comes out.
Confirm the license. In Texas, anyone performing non exempt electrical work must be licensed and must perform that work through a licensed electrical contractor. The state publishes a free license lookup, and it takes about a minute. Confirm the license is active and that the name on it matches the company quoting you.
Understand what the license means. These are not short credentials. A journeyman electrician license requires 8,000 hours of on the job training under a master electrician plus passing the journeyman exam. A master electrician requires 12,000 hours, plus holding a journeyman license for at least two years, plus passing the master exam. An electrical contractor business has to be or employ a licensed master electrician, and has to carry workers compensation and general liability coverage.
Confirm who pulls the permit. In Dallas, the Building Inspection Division’s guidance for homeowners states that most electrical permits must be obtained by a contractor registered as an electrical contractor with the City of Dallas. That pamphlet also self describes as a guideline that the city code supersedes, and it has not been revised in years, so confirm the current procedure with your own city. The durable point in it is the one that matters here: the permit exemptions that exist for small work all evaporate the moment the job involves a change to the electrical service or the service disconnect. A panel upgrade is exactly that change.
Know that you technically can, and probably should not. Texas does exempt a person doing electrical work on a dwelling they own and reside in from the state licensing requirement. Your city is a separate matter. Dallas, for example, requires a homestead exemption certificate or proof of ownership and occupancy, and requires the owner to satisfy the chief electrical code administrator as to their ability by passing a written or oral examination. Either way, the service equipment is the one part of a house that stays energized when the main breaker is off. This is not the DIY project to learn on.

Questions worth asking before you approve the work
- Which of the three jobs is this: a like for like replacement, a service capacity upgrade, or a subpanel?
- Did you run a load calculation, and can I see it?
- What specifically is wrong with the existing panel, and is it a capacity problem or a condition problem?
- Does this include bringing the grounding and bonding up to the code currently in force, or is that separate?
- Who pulls the permit, which city inspects it, and where does the utility fit in the sequence?
- How long will power be off, and what happens if the inspection does not pass first time?
- If I am likely to add a heat pump, EV charger, or battery backup in the next few years, does this size account for it?
A contractor who can answer all seven has looked at your house. One who answers by quoting a service size before question two has sold this job before and is selling it again.

Common questions
How do I know if my electrical panel needs to be replaced?
Look at four things rather than the age of the box. First, whether breakers trip when the house is doing normal things, which points at a capacity problem. Second, whether the panel has any open slots left for the circuits you need. Third, the physical condition of the equipment, meaning rust, water staining, scorch marks, a burning smell, or warmth you can feel. Fourth, whether you are about to add a large load like a new air conditioner, an EV charger, or a battery backup. Any one of those can justify the work. Age on its own does not, and a clean, dry, correctly wired panel with room to spare can be decades old and perfectly fine.
Were Federal Pacific Stab-Lok panels recalled?
No. The Consumer Product Safety Commission opened an investigation in 1980, confirmed through its own testing that the breakers failed certain Underwriters Laboratories calibration tests, then closed the file in December 1982 on a 3 to 1 vote after staff estimated it would cost several million dollars to settle the question properly. Is there a federal recall on Zinsco electrical panels?
We searched the CPSC recall database for Zinsco, Federal Pacific, and Stab-Lok and found no recall records for any of the three, so there is no federal recall on Zinsco panels in the record we can search. The concern about them comes from somewhere other than a federal finding. The practical move is not to argue about what that means. Ask your own insurer whether they take a position on your panel type, and expect a home inspector to flag it when you sell. If a licensed electrician looks at the equipment and tells you they cannot source parts for it or that it is showing damage, that is a condition problem and it stands on its own.
Do I need 200 amp service?
There is no way to answer that from your square footage or the year your house was built, and 200 amps is a common default rather than a calculated answer. The method that actually answers it is a load calculation on your specific house, accounting for what is already connected and what you are adding. The Department of Energy's own panel tool for this problem is based on National Electric Code Article 220.83, and that same page says the tool provides estimates and does not replace an evaluation by a licensed electrician. If a contractor names a service size before running that calculation, they have quoted a job rather than assessed your house.
Does replacing an electrical panel need a permit in Dallas or Fort Worth?
Assume yes and confirm with your own city. Texas requires non exempt electrical work to be done to the National Electrical Code edition the state has adopted, which since September 1, 2023 is the 2023 edition, but inspections are handled locally rather than by the state. TDLR is explicit that your local licensing or inspecting authority does the inspecting. City of Dallas guidance for homeowners states that most electrical permits must be obtained by a contractor registered as an electrical contractor with the city. The small permit exemptions that exist for minor work all stop applying once the job changes the electrical service or the service disconnect, which is precisely what a panel upgrade does.
Can I replace my own electrical panel in Texas?
